Oracle Licensing & OCI: The Questions We Hear Most

What triggers an Oracle license audit?

Formally, Oracle can audit you under the audit clause in your agreement, typically with 45 days’ notice. In practice, audits don’t happen randomly: common triggers include declining support spend, large infrastructure changes (especially virtualization), unusual license purchase patterns, or signals during commercial negotiations. Is VMware hard partitioning or soft partitioning?

Soft — always. Oracle classifies every VMware version, including current vSphere, as soft partitioning, regardless of CPU affinity, DRS rules, or vCPU caps. That means Oracle’s audit position counts every physical core the VM could reach, often an entire cluster. My Oracle servers are physically separated. Doesn’t that limit what I license?

Not by itself. Oracle’s rules don’t turn on physical separation — they turn on whether you used an Oracle-approved partitioning method, configured and capped per Oracle’s policy, or have a written exception. A perfectly isolated architecture that was never approved in writing can still be counted at full capacity in an audit.

What is a ULA, and is it worth it?

A ULA (Unlimited License Agreement) gives you unlimited deployment of specified Oracle products for a fixed period and fee, after which you certify your usage. It can be excellent value for genuinely fast-growing Oracle estates — and an expensive trap if your usage is flat, if the product list is wrong, or if you exit it badly. Never sign or exit a ULA without an independent review of your actual deployment trajectory.

Is OCI really cheaper than AWS for Oracle workloads?

Often dramatically — but don’t take list-price comparisons seriously in either direction. Can Oracle support and license costs be negotiated?

Yes — more than most customers assume, but only with preparation and timing. Oracle’s commercial teams work toward quarter and year-end targets, options like cloud commitments can be traded against license spend, and support streams have their own rules. Walking in without knowing your compliance position, your leverage, and Oracle’s calendar usually means paying more.

We’re moving to the cloud. Do our existing Oracle licenses transfer?

Usually yes, via Bring Your Own License (BYOL) — but the core-counting rules differ per cloud. OCI has the most favorable treatment for Oracle software; on AWS and Azure, Oracle’s authorized cloud policy counts vCPUs in specific ratios that can double your effective license need compared to OCI. This is one of the most overlooked cost factors in cloud business cases.

What is Oracle EU Sovereign Cloud, and who needs it?

It’s a separate OCI realm physically located in the EU, operated by EU-based entities and personnel, designed for workloads with strict data-residency and sovereignty requirements — public sector, regulated industries, and companies cautious about extra-EU access to their data. It runs the same OCI services at the same prices. If EU data residency is a hard requirement for you, this is currently one of Oracle’s strongest differentiators.
